This patch release fixes proxy, configuration, and launcher paths and makes the TIP v1 schemas citable at stable canonical URLs. It also drains a historical changeset-note backlog: 27 notes describing changes that shipped in v1.7.1 through v1.17.0 are retired in this release with no code effect.
Fixed
- Spend Guard rides out state-lock contention and reports an honest error. Concurrent sessions hitting the spend-guard state lock no longer surface a spurious failure; contention is retried within bounds and an honest error is returned when the budget check genuinely cannot run.
- Home-toggle resolution respects runtime repoints again, restoring the documented resolution order for toggled home directories, with the previously lost test coverage reinstated.
- The launcher's fallback prompt hook runs isolated from the working
directory. When only the Python pre-send hook is installed, its spawn now
matches the MCP server spawn and cannot be shadowed by a sibling
tokenpak/directory in the user's current directory.
